Councilor Flynn Files Resolution Against Construction of Additional Roof Decks in Residential South Boston

BOSTON- This week, Boston City Councilor Ed Flynn filed a resolution against the approval and construction of additional roof decks in residential areas of South Boston. At the City Council this week, a vote on this non-binding resolution against the construction of additional roof decks in residential areas of South Boston was subsequently blocked by a City Council colleague and sent to Committee for a hearing.

In the last couple of decades, with a changing town and South Boston having become a destination for young people to visit each weekend, the proliferation of roof decks in residential areas of South Boston has raised significant concerns among residents – including our seniors, veterans, persons with disabilities, young families with children – related to noise at all hours of the night, public safety, smoking, privacy, trash removal impacting our existing pest control crisis, and other quality of life issues.

Residents continue to express concerns that additional roof decks in residential areas of South Boston do not in any way help to address our housing and affordable housing crisis, their opinion that there is no hardship that should be granted zoning relief, and that individual property owners should not continue to benefit over the objections of many concerns abutters, neighbors and civic organizations.

For years during the pandemic, dozens of proposals for new roof decks were opposed by Councilor Flynn, local civic groups and neighbors, and dozens of those proposals were subsequently denied at the Zoning Board of Appeal (ZBA). However,in recent years, despite having no impact on the housing crisis, nearly every case is approved regardless of opposition testimony from local elected officials, civic groups and neighbors.

Moreover, there have also been cases in recent years where neighbors and civic organizations have supported new developments specifically due to good-faith compromises with owners on removal of roof decks during the community process. However, years later, these same roof decks were proposed again and approved by the ZBA, despite this history with the community, and leaving residents feeling their objections have gone unheard or disregarded altogether.

“The construction of additional roof decks has no bearing on the housing and affordable housing crisis. Residents of the neighborhood – including our seniors, veterans, persons with disabilities, and young families -should not have to deal with parties at all hours and trash removal issues coming from additional roof decks. The quality of life for neighbors must be respected, and residents of a neighborhood deserve a say in what takes place and gets built in their community,” said Councilor Flynn.

    It is not just roof decks but decks in general. Every Thursday night I get to hear my 20 something neighbor discuss her 1950s style sex life with her friends on her deck. The bigger issue is lack of response from BPD or city for noise complaints or large parties.

    I think a roof deck is a safer option. I grew up on East Fourth St in a triple decker, my friends and family used to hang out on the roof, with no railing at least a roof deck provides limits on how close to the edge you can get. In the summer I even used to sleep on the roof ( my mom didn’t know). but seriously if I want to hang on my roof why on earth would you not let me install a deck with rails ? it’s seems like a much better option cuz let me tell you …I’ll be up on the roof deck or not. my roof not yours. allowing a deck simply makes it safer for all involved! why dont you want people to have a safety measure on their roof Councilor Flynn? Just Saying my home my roof not yours stay out of my house if I want a roof deck on my property what gives you the right to deny me or my family. it’s not your roof! You dont get to tell people what they can do with their property. This is still the land of the free …right? Stay TF off my roof

    563 East Broadway.. DEVELOPER AGREED NO ROOF DECK (S) at Abutter meeting and got ZBA APPROVAL as a part of the AGREEMENT WITH NEIGHBORS. As SOON as project completed and units sold the NEW OWNER applied for a roof deck permit and ZBA GRANTED ROOF DECK.

    Southie is a shit hole compared to 40, 50, 60 years ago.
    It was the best family neighborhood in Massachusetts. The old timers who past before themud 90’s and 2000’s are rolling over in their graves.
    They would want blood of the corrupt money hungry politicians who sold out their loyal constituents. Everyone knows who they are.
    The politicians today are even worse. We need old school blue dog democrats or conservative democrats to get rid of these woke psycho path Socialist democrats out of Boston and Massachusetts they are destroying this State.

      I would suggest that you look to those “old timers” who’s children sold property for the money some of which I am sure were childhood friends to those “Southie old timers” who left and now complain. Also, keep in mind that the “old school Democrats” were part of the problem. Much of the new blood you are complaining about are young families who have decided to move in and raise their families here. I happen to be one of those “old timers” and I enjoy the young families and the bright young adults that have moved in, They bring a vibrant joyful vibe to the neighborhood. Southie is not a “shit hole” it is a changing thriving community filled with new ideas and loud playful joyful youth.

    This is to Kevin Shaughnessy. I have to stick up for Councilor Flynn on this one. I don’t personally know him, but, It’s not him saying it. It’s the people saying it and he is only doing what the people are asking for. He probably gets a ton of phone calls asking him to stop the roof decks. That’s why he is fighting it.

    A lot of people around me do not use their Roof deck or Porches . One Guy Built a Living room on top of His garage . He is 2 Houses away from me .When I go to garden he gets territorially . Odd behavior . If someone wants a roof deck or a garden Leave them alone.

    There are ordinances that prohibit loud parties past certain hours, aren’t there? Enforce these statutes and allow common sense (safe) roof decks.

    I live in Somerville, MA. There was discussion at one point about putting a roof deck on the top of our 5-story building. Due to the fragility of the roof, and most people not wanting a roof deck, the idea got scrapped–years ago.

    rooftop patios are separate of party and sound ordinances… politicians need to grow up. Most homeowners are not 20-somethings partying… we are responsible taxpayers with rights to our own house. Stop trying to stop things that have no impact to the root cause. Police patrols… and simple response to complaints.
